Business Opening & Operating Licence Consultancy
Whether you are opening a new business or putting the licence status of an existing facility in order, the process involves more than one authority and document. As Asel Environmental Consultancy in Antalya, we manage permit and licence procedures under the Regulation on Business Opening and Operating Licences from start to finish: from classification and document preparation to correspondence with the municipality and other authorities and the on-site inspection.

Which class does your business fall into?
Businesses are classified according to their impact on the environment and human health:
• Sanitary establishments — Businesses with a low impact on the environment and health.
• Non-sanitary establishments (GSM) — Facilities with an environmental impact. They are divided into 1st, 2nd and 3rd class; as the class rises, the authority to apply to and the documents required change.
• Public recreation and entertainment venues — Separate rules apply to businesses such as hotels, restaurants and cafés.
The class you fall into directly determines where you apply, which documents are required and how long the process takes. As a first step, we review your field of activity and capacity and clarify your class.
How the process works
1. Classification and preliminary review — The field of activity, capacity and location are assessed.
2. Site selection and facility establishment permit — A stage required before licensing for 1st class non-sanitary establishments.
3. Document preparation — Documents such as the building occupancy permit, occupational health and safety, fire safety, the environmental permit and the capacity report are determined according to the activity.
4. Application — The file is submitted to the relevant municipality or special provincial administration.
5. On-site inspection — The authorised board inspects the facility on site.
6. Addressing deficiencies — Any deficiencies found are completed and the necessary revisions are made.
7. Obtaining the licence — Where required, a trial permit is issued, followed by the opening licence.

Frequently asked questions
What happens if we keep operating without a licence?
You may face an administrative fine and suspension of operations. A licence is also required in insurance, incentive schemes and corporate customer relationships.
The business I took over has a licence — do I need a new one?
The licence must be renewed when the owner, trade name or field of activity of the business changes. We review your existing documents and tell you clearly what needs to be done.
Is there a link between the EIA and the licence?
Yes. For projects within the scope of the regulation, the EIA decision may be among the documents required in the licensing process. Planning the two processes together avoids losing time.
How long does the process take?
It depends on the class of the business, whether the documents are ready and the workload of the relevant authority. After reviewing your file, we share a realistic timeline.
If you are not sure which class your business falls into and which documents are required, get in touch; we will review your field of activity and draw up your roadmap.
