Environmental Impact Assessment
If you are planning a new investment, assessing your project's environmental impact before operations begin is a legal requirement in most cases. As Asel Environmental Consultancy, we manage the EIA (ÇED) process from start to finish on your behalf in Antalya and the surrounding provinces: we determine which category your project falls into, prepare the required EIA Report or Project Introduction File, and handle all correspondence with the Ministry and the Provincial Directorate. Which projects require an EIA?
The Environmental Impact Assessment Regulation groups projects into two main lists:
• Annex-1 list — Investments whose type and capacity exceed certain thresholds. A comprehensive EIA Report is prepared for these projects, and the process must end with an "EIA Positive" decision.
• Annex-2 list — Smaller-scale projects. A Project Introduction File is prepared for these; following review, an "EIA Not Required" or "EIA Required" decision is issued.
If your project is on neither list, documenting that it falls outside the scope before you start investing prevents permit and licence problems later on. If you are not sure which category applies, we review your capacity, location and activity details and clarify the situation together.
How does the EIA process work?
1. Preliminary assessment — The type, capacity and location of the project are reviewed to determine whether it falls under Annex-1, Annex-2 or outside the scope.
2. Preparing the file — Project information, site and technical data are compiled; the application is made through the Ministry's online system.
3. Review and assessment — For Annex-1 projects, steps such as the commission process and a public participation meeting take place; Annex-2 projects are reviewed by the Provincial Directorate.
4. Addressing deficiencies — The file is revised in line with the authorities' opinions, and any additional information and documents requested are completed.
5. Decision — The process ends with an "EIA Positive" or "EIA Not Required" decision.
6. Monitoring — After the decision, implementation of the committed environmental measures is followed up.
How long it takes depends on the type and scope of the project and on the relevant authorities' review schedule. We draw up a realistic timeline for every project from the outset and report regularly on which stage you are at.

Frequently asked questions
Can I start investing without an EIA decision?
No. For projects within the scope of the regulation, starting an investment before the required decision is issued can result in an administrative fine and suspension of operations. The EIA decision is also required in incentive, licence and permit processes.
What is the difference between an EIA Report and a Project Introduction File?
Both set out the environmental impacts of the project, but their scope differs. A more comprehensive EIA Report is prepared for projects on the Annex-1 list, and a Project Introduction File for those on the Annex-2 list.
I am increasing capacity at my existing facility — do I need to apply again?
Capacity increases are also assessed under the regulation. Depending on the size of the increase, a new application may be needed; we review your existing decision and the planned increase and give you a clear answer.
Do you also work on projects outside Antalya?
Our office is in Muratpaşa, Antalya. We work on site on projects in Antalya and the surrounding provinces, and support projects in other provinces remotely with planned site visits.
